Certificate 3 Guarantee Program


Queensland Government will subsidies the training cost for eligible Queenslanders under Certificate 3 Guarantee Program. The Certificate 3 Guarantee Program’s principle objective is to provide subsidized training in Certificate III level qualifications which lead to job outcomes or career progression.


To help students who may need to develop skills before undertaking a certificate III course, the Certificate 3 Guarantee will also cover foundation skills including language, literacy and numeracy as well as certificate I and II qualifications that lead to the certificate III.


Universal Training Academy is granted a PQS (Pre-Qualified Supplier Status) and authorized to deliver Certificate III in Security Operations and Certificate III in Business to eligible participants under this program.





To be eligible for the Certificate 3 Guarantee Program a participant must:


1) Be 15 years of age or older

2) Have finished secondary school or no longer at school

3) Be a Queensland Resident (Australian Citizen or Australian Permanent Resident residing in Queensland) or a New Zealand citizen permanently residing in Queensland

4) Not hold, or currently be undertaking a certificate level III or higher qualification (certificate III qualifications completed at school are not counted)

5) Employment status does not matter and nor is there any minimum education requirement, only the standard entry requirements mentioned above.

Student contribution fees should be paid upon enrolling in individual units of competencies and will be used to cover the training and assessment cost associated with the delivery and completion of the course.


* Concessional Participants are defined as follows:

(a) the Participant holds a Health Care concession card or Pensioner concession card issued under Commonwealth law, or is the partner or a dependent of a person who holds a

Health Care concession card or Pensioner concession card, and is named on the card; or

(b) the Participant can provide an official form under Commonwealth law confirming that the Participant, his or her partner or the person of whom the Participant is a dependent,

is entitled to concessions under a Health Care or Pensioner concession card; or

(c) the Participant is an Aboriginal and Torres Strait Islander.


Delivery Mode

1) Classroom – 10 Full days face to face

2) Blended Learning – Online Learning and Assessments plus 3 days of in class Practical Assessments


License outcomes

Certificate III in Security Operations does not have a licensed outcome. However, candidates who successfully complete Certificate III in Security Operations can complete additional units of competencies to gain Security Officer License in Qld. Under certain cirumstances lower level training can be funded for eligible students.
